A VISÃO TEÓRICO-CRÍTICA DE LOÏC WACQUANT E SUA CONTRIBUIÇÃO NA ANÁLISE DO SISTEMA PENAL

Resumo
O presente artigo se propõe a examinar o pensamento de Loïc Wacquant em sua tese sobre a penalidade neoliberal e a real função da prisão no século XXI. Nesse sentido, o objetivo do estudo é apresentar a visão teórico-crítica do autor, demonstrando o desenvolvimento do Estado penal nos Estados Unidos (EUA) como solução para a insegurança social, recurso que se disseminou pela Europa e pela América Latina. A relevância da pesquisa se justifica pelos reflexos que a política de “lei e ordem” punitivista nos EUA, em detrimento das políticas sociais, teve sobre o mundo, causando uma hipertrofia nos sistemas carcerários, com suposta influência no caso brasileiro. Em relação a metodologia, a técnica de pesquisa utilizada é a bibliográfica e o método de abordagem é o indutivo, partindo-se da experiência dos EUA para compreender os possíveis reflexos da concepção punitivista neoliberal pelo mundo.

Abstract
This present article proposes to examine the thought of Loïc Wacquant's in his thesis on neoliberal penalty and the real function of prison in the 21st century. In this sense, the objective of the study is to present the theoretical-critical view of the author, demonstrating the development of the penal state in the United States (USA) as a solution to social insecurity, a resource that spread throughout Europe and Latin America. The relevance of the research is justified by the repercussions that the punitive “law and order” policy in the USA, to the detriment of social policies, had on the world, causing hypertrophy in prison systems, with supposed influence in the Brazilian case. Regarding the methodology, the research technique used is the bibliographical one and the method of approach is the inductive one, starting from the experience of the United States (USA) to understand the possible reflexes of the neoliberal punitive conception in the world.
